In May 2025, the European Union launched Security Action for Europe (SAFE), a EUR 150 billion financial instrument to accelerate urgent, large-scale defence investments through long-term EU-backed loans.

By late July 2025, 18 Member States had filed Expressions of Interest totalling approximately EUR 127 billion.
