New Landmark Decision: European Commission Fines Delivery Hero and Glovo for Cartel Involving Labour Market Restrictions and Sensitive Information Exchange

On 2 June 2025, the European Commission (“the Commission”) announced a landmark decision (“the Decision”), imposing fines totalling EURO 329 million on Delivery Hero SE (“Delivery Hero”) and Glovoapp SA (“Glovo”) for their participation in a far-reaching cartel in the online food delivery sector. This case is notable not only for the size of the fines, but also for the novel legal ground it breaks, particularly in relation to anti-competitive conduct in the labour market.
