The EU Commission now calls on member states to review outbound investments

In January 2025, the Commission adopted Recommendation (EU) 2025/63 outlining a framework for reviewing outbound investments in technology areas critical to the economic security of the European Union (EU).


The recommendation emphasizes the need for Member States to assess risks associated with outbound investments, particularly in advanced semiconductors, artificial intelligence (AI), and other critical technologies. The goal is to prevent technology leakage that could undermine the security of the EU.
